BSC and the UME sign agreement to apply supercomputing to emergency management

Both institutions are to work on the development of a digital twin of emergency situations to simulate natural and technological risks and create decision-support systems

The Barcelona Supercomputing Center - Centro Nacional de Supercomputación (BSC-CNS) and the Unidad Militar de Emergencias (UME) have established a collaboration agreement, within the framework of the Atlantis Project, to develop a digital twin of emergency situations which, thanks to virtual simulation, will enable the UME to improve the understanding and facilitate the management of possible risk scenarios for the civilian population.

The Atlantis Project seeks to provide the UME with immersive virtual simulation instruction and training capabilities to assist and support decision-making by simulating multi-risk emergency scenarios in real time. To this end, the programme of the agreement focuses on the use of innovative supercomputing infrastructures and the development of dual-use technology tools for research and emergency management.

BSC will provide infrastructure, advice and capabilities in modelling, simulation, artificial intelligence and hardware design. For its part, the UME will collaborate in the creation of applications and the improvement of services based on the advances of the project. As common objectives, both institutions will work on the simulation of natural and technological risks, the development of decision support systems and the optimisation of high-performance environments.

The main goals to be achieved include improving the training of UME members in the use of drones and tactical and logistical vehicles; virtual and immersive tactical training for different risks and emergency situations; and the implementation of a system that, using artificial intelligence, supports the decision-making process in the management of emergencies.

The agreement was signed at the BSC headquarters by the centre's director, Mateo Valero, and the Chief of the UME, Francisco Javier Marcos Izquierdo. It provides for a duration of four years, which may be expressly extended for a further four years by unanimous agreement of all parties.
